Licences required drive a 9 seater minibus

Cars with up to 8 passengers are technically considered cars, so they can be driven on standard B1 car licence with no additional requirements.

Can you drive a 12-seater minibus on a car licence?2026-08-29T11:01:58+00:00

Provided you are operating under a Section 19 Permit, you can drive a 12-seater minibus on a standard B car licence provided the Gross Vehicle Weight is 3.5 tonnes or under for diesel vehicles, 4.25 tonnes for electric vehicles. There is also an additional allowance of 750kg for specialist equipment.

There are other considerations such as being 21 years of age, not being paid to drive, having held a licence for over 2 years, and not driving abroad or towing a trailer.

Generally, when describing the number of seats in a minibus, the figure given will include the driver, so a 9-seater minibus is 8 passengers plus the driver.

The DVSA’s definition of a minibus is a vehicle carrying  9-16 passengers, so it can be confusing.

It is important to note whether the description indicates if it is passenger seats or a total number.

The answer to this will depend on your school or organisation and how you use your minibuses.

Two 9-seater vehicles will carry 16 passengers, but will need two drivers. However, anyone with a car licence can drive 8-passenger seat vehicles, so you may have more staff who can drive them. If you have two vehicles, you can take smaller groups to different places, rather than sharing a single vehicle.

Yes you can. The Toyota Proace Verso Electric and the Citroën ë-SpaceTourer are both 9-seats (8-passengers plus the driver).

Ongoing costs and maintenance

9-seater minibuses will need the same regular services and MOTs as bigger minibuses, the only difference being they do not need an MOT from year 1.

If you are operating under a Section 19 Permit or commercially, then you will need to complete safety inspections every 6-10 weeks, depending on the age of the vehicle.

Fuel and maintenance costs for electric 9-seaters are typically less than for their diesel counterparts.

Recommended training

If you are driving a 9-seater minibus for a commercial company with a PSV Operator’s licence, you will need a full D1 and Driver’s CPC. Under a Section 19 Permit you can drive up to 8 passengers without any additional training, but we recommend you complete MiDAS before you start to drive and complete regular driver training to improve your skills.
