There are many differences between a PSV Operator’s Licence and a Section 19 Permit. Essentially, the PSV Operator’s Licence is for commercial organisations that operate for profit with stringent operating, financial, and training requirements.
PSV Operator’s Licence requirements include:
- All drivers must have full D1 entitlement and driver CPC (Certificate of Professional Competence)
- Qualified Transport Manager
- Financial Standing (liquid funds to maintain your fleet)
- Adequate parking
- MOTs, Services, Safety Inspections, and walkaround checks.
Section 19 Permits allow eligible charities and organisations operating without a view to profit to provide transport for hire or reward without holding a PSV Operator’s Licence. The transport must be exclusively for the organisation’s members or people whom the organisation exists to help, they can not carry members of the general public.
Section 19 Permit requirements include:
- Drivers can drive minibuses on a standard car licence (conditions apply). Drivers with inherited or full D1 entitlement can be paid
- No requirement for a qualified transport manager
- No requirement for parking or financial standing
- MOTs, Services, Safety Inspections, and walkaround checks.
